The TNPCB classifies industries into red, orange, green and white categories by pollution potential, and the category governs almost everything that follows: the consent scrutiny, the buffer distances from habitation and water bodies, the locations the project is permitted at all, and the renewal cadence. A red-category process, many chemical, metal-finishing, tannery, dyeing and some pharma operations, cannot simply take the cheapest plot; it must take a plot the category permits.
The practical consequence: environmental category is a site-selection filter, not a post-purchase formality. Buying land before testing it against the category is how projects acquire ground they cannot operate on.
For water-using processes, the binding constraint is rarely intake, it is disposal. Tamil Nadu's regulatory direction, reinforced by judicial intervention in the dyeing and tannery belts, has pushed water-polluting industries toward zero liquid discharge: treat, recover and reuse, send nothing to land or stream. ZLD is capital- and energy-intensive, and its feasibility, space for the plant, power for evaporation, brine management, must be assessed as part of the land decision, not engineered in afterward.
Where ZLD is not mandated, disposal still needs a verified path: membership of a common effluent treatment plant with spare capacity, a permitted marine outfall for coastal industrial estates, or an approved on-site treated-discharge route under consent conditions.
The environmental diligence on an industrial parcel: the project's TNPCB category and the consent precedent for that category in the specific location; buffer compliance against habitation, water bodies and any eco-sensitive zones; for park sites, the CETP's actual category coverage and available capacity, since a CETP designed for one effluent profile cannot absorb another; water source sustainability and the legality of the intended discharge route; and the EIA position where the project crosses notification thresholds.
Each is a record or an assessable engineering question, and each can disqualify a site that looked perfect on price and logistics. We grade them alongside title, because an unoperable clean-title plot is still unoperable.
Read positively, the environmental layer points toward the right sites rather than just away from wrong ones: established sector estates, SIPCOT and private parks built for a project's category, with matched CETP capacity and precedent consents, de-risk the approval path and shorten timelines. Coastal industrial zones with permitted outfalls suit specific effluent profiles. Locating a red-category project inside infrastructure designed for it is faster and cheaper than pioneering it on raw land.
